Bid leveling in Procore and with AI: what each does
Procore's bid leveling lines up bids submitted on a Procore bid form, side by side, line by line. Bids that arrive as email attachments still have to be read by hand. AI bid leveling reads those proposals, maps them to your scope and flags exclusions. Plugs, questions and the award stay with the estimator.

What bid leveling in Procore does
From Procore's own documentation (checked October 2026):
- Side by side. The Bidding tool's Bid Leveling tab compares bids line item by line item against your budget or a chosen benchmark.
- Adjust. Admins can override a leveled amount, exclude a line from the totals and add a note explaining why.
- Award. Leveled bids convert to a subcontract or purchase order.
- Prerequisite. Bids can only be leveled after a bid form exists and bids have been received.

Where Procore bid leveling stops
Procore's own note: if a bidder replies to the invitation email instead of filling in the bid form, you review their submission in the attachments section (Procore, October 2026). That proposal is a PDF someone has to read.
- Format. Many subs send their own proposal, not your form.
- Fine print. Exclusions and qualifications live in their wording, not in a line item.
- Scope match. Their line items rarely match yours one to one.
03
What AI bid leveling can do
- Read. Pull prices, line items and terms from PDF, spreadsheet or email proposals.
- Normalize. Map each bidder's lines onto your scope items.
- Flag exclusions. Mark scope excluded, not mentioned, or carried by only one bidder.
- Trace. Link every number to the page it came from.
- Draft questions. List what to ask each bidder before award.
A read the system isn't sure of goes to the estimator to confirm. Nothing is filled in silently.

What stays with the estimator
| Decision | Why it stays human |
|---|---|
| Plugs | Which number to carry for missing scope is a judgment call. |
| Questions sent | The estimator knows which gaps matter on this job. |
| Qualification | Track record, capacity and schedule aren't in the proposal. |
| Award | The firm's decision, on the firm's record. |

Choosing bid leveling software
| Procore Bidding | Custom AI layer | |
|---|---|---|
| Best when | Subs fill in your bid form. | Proposals arrive in their own formats. |
| Reads PDFs | Stored as attachments. | Read, mapped and traced. |
| Scope rules | Your bid form's line items. | Your scope sheets and past packages. |
| Model | Procore subscription. | Built and hosted by deltaV, monthly retainer. Your data stays yours. |
If your subs use the bid form, use Procore. Build only for what arrives outside it. For the sheet itself, see the bid leveling template. For pricing your own work, see AI estimating vs a custom workflow.
The bid package review prototype shows proposals read into one leveling sheet, each number traced to its page, with sample data.
Questions
Direct answers
Does Procore have bid leveling?
Yes. Procore's Bidding tool has a Bid Leveling tab that compares bids on a bid form side by side (Procore support documentation, October 2026).
Can AI pick the winning bid?
It shouldn't. It can line up scope and price and flag gaps. Award depends on qualifications, schedule and relationships the estimator knows.
Do we have to leave Procore to use AI bid leveling?
No. A custom layer reads the proposals and can write the leveled result where your team already works.
